- In order to achieve one of its core objects, ‘Users Shaping Health and Social Care’ National Voices needs to develop a mechanism for capturing the views and experiences of people who use health and social care services. To this end, National Voices is committed to setting up a ‘User Panel’ – a panel of service users recruited via its member organisations.
- Central to National Voices raison d’être, the User Panel will inform and invigorate National Voices’ work and the existence of such a panel will serve to reinforce to National Voices’ members the value of service user involvement in the work of voluntary organisations. User Involvement should not be seen as a discrete area of work but should be integral to the everyday work of National Voices, putting users at the heart of its strategies and decision making processes.
- The User Panel will also help National Voices to strengthen and enhance its relationship with its members. By interacting with and learning from service users, National Voices will gain a greater understanding of the particular issues and concerns that drive the work of each member organisation, thus enabling National Voices to represent its membership in a more informed and effective manner

- National Voices will deploy resources and effort in ensuring that the objectives of its User Panel, its involvement ethos,communication and work streams are clearly defined and coupled with the deployment of various techniques and methods targeting distinct and diverse communities of service users, especially 'seldom heard' communities and groups.
National Voices’ aspirations regarding involvement are:
| Leadership: that National Voices is recognised as a national leader and brand in service user involvement. National Voices aims to be the first stop for politicians, decision makers, policy-makers, practitioners, organisations (voluntary, private and public) and citizens on involvement issues in health and social care. It will showcase good practice and deploy resources to support member organisations embarking on user involvement work. |
| Partnership working: that National Voices works collaboratively with its member organisations and other stakeholders to optimise the quality of involvement and support to its User Panel to enable meaningful service user involvement in shaping National Voices' ways of working. |
| Proactive: That National Voices will proactively seek and build continuous and meaningful involvement with service users and people from the 'seldom heard' communities, to shape services, policies and improve health and social care provisions. Definition: A User Panel member is an individual nominated by a National Voices member organisation, who currently uses health and/or social care services and who chooses to have his/her voice heard as a service user of health and/or social care services |
Definition: A User Panel member is an individual nominated by a National Voices member organisation or a dedicated contact, who is a carer or who currently uses health and/or social care services and who chooses to have his/her voice heard as a service user of health and/or social care services.
